Lindskog argues that the IJC allowed high Water Levels in Lake Superior to deviate from the limits outlined in a 1977 plan, hastening shoreline erosion. The North Shore Management Board, an organization of local government from Duluth to the Canadian Border, adopted a resolution opposing any IJC attempt to deviate from the 1977 plan.
