Ridenour and Fetterolf alert the contracting parties of the Great Lakes Fishery Commission of the danger of harmful organisms being introduced into the Great Lakes from ballast water from ocean-going ships. They describe a new policy for ballast-water exchange designed to slow the introduction of invasive species.
