Bulen informs Vander Els that he and Robert Welch have resigned as co-chairs of Functional Group 4, the Public Participation and Communications Group of the Reference on Fluctuating Water Levels in the Great Lakes-St. Lawrence River Basin, and recommends David LaRoche and Alan Clarke as replacements.
