Mitzi Hurst, who wrote Stephen Goldsmith's proclamations, submits a proposal to become his Public Affairs Director. Hurst suggests that the mayor take a more "hands-on" approach to recognize the achievements of the citizens of Indianapolis, particularly teachers.
