Bulen helped pass the Indiana Civil Rights Act of 1963. Governor Matthew Welsh pushed civil rights in Indiana in advance of the Federal Civil Rights Act of 1964, partly to protect Indiana against the negative consequences of a possible victory by George Wallace in the 1964 presidential primaries.
