Plaque Celebrating Fifth Anniversary, Greater Indianapolis Helicopter

This plaque commemorates the fifth anniversary of government helicopter service in Marion County in 1973. Use of helicopters in providing surveillance capabilities to law enforcement was a controversial topic faced by the Police Department and Mayor Lugar's administration.
