Addressing the National Press Club, House Republican Leader John J. Rhodes of Arizona states that the 1974 election is not about the Watergate scandal and is instaed a referendum on the Democratic Congressional leadership. He argues that the current Democratic party leadership is inept and urges Republican candidates to make this case to voters in the 1974 election.
