MIlligan and Bailey send out a fundraising form letter encouraging Republicans in Indiana to make contributions to the Republican Citizens Finance Committee of Indiana to help fund a Republican candidate for Senate in order to defeat Senator Bayh in the November election. Candidates, including Mayor Lugar, had not yet publicly declared their intention to seek the Republican nomination.
