Phillip K. Hardwick of the United Fund describes some of the steps taken in a program overseen by Task Force R, a group within the Greater Indianapolis Progress Committee. In the summer of 1968, the Task Force sought to utilize unused school grounds to provide a summer recreation program in Indianapolis.
