1985 Re-Development Bond, Economic Development Analysis, February 1985

In February 1985, the City of Indianapolis prepared a report outlining its efforts to issue a re-development bond to finance an "ambitious program of public improvements," several of which were intended to support the city's ability to host the Pan American Games in 1987. The report included net economic impact and projected return on investment, particularly anticipated tax revenue and job creation.
