Robert V. Welch to Pete Rozelle, February 1984

Welch recounts how he began his advocacy to bring an NFL franchise to Indianapolis in the early 1970s. He then explains to NFL Commissioner Pete Rozelle that the city's recent discussions with the Baltimore Colts had prompted his current urgency to finalize arrangements with the NFL, as an alternative to the city's negotiations with the Colts.
